Wahoo can be a pleasant surprise anytime of the year. Not many fisherman target Wahoo, they are usually caught while fishing for something else. There are a few offshore rocks south of Jaco that consistently hold Wahoo (20 to 60 pounds) all year long.
Generally caught trolling near offshore rocks and structure 10-30 miles out. Wahoo will strike lures, spoons and ballyhoo rigs. If you are going to target Wahoo use wire leaders, fish with planers and downriggers and troll twice as fast as you normally would.
I have never caught a Wahoo. I have hooked a couple while fishing for Sailfish. One Wahoo bit through my 100 pound leader after a blistering run and I had one backlash my reel and snap my flat line. My only revenge is that I have served hundreds of Wahoo grilled and fried at my taco stand with a side of rice, beans and grilled sweet corn and they are delicious.
If it's Tarpon you're after you might want to take a look at the Caribbean side of the country at a place called Barra del Colorado. It is the home to some excellent areas for these very large silver fish. Costa Rica Tarpon fishing is second to nothing on the planet according to some sport fishing fans.
